The University of Hawaii is proud to present the Hawaiian Ocean Education Academy. Our mission is to provide education and training in ocean recreation and safety activities that will benefit the visitor industries as well as the ocean recreation communities in Hawaii and abroad.

Recreational Thrill Craft Operators Safety Educational Course - Oahu
Learn about local ocean safety principles and practices; historical, cultural, and customary practices of Hawaiian ocean users; and rules regarding protected species and thrill craft operation in Hawaii

Captains Course: OUPV
The course utilizes the USCG- approved Mariner's Learning System in a blended classroom and digital format. Course includes topics of seamanship, navigation, maritime law and includes an introduction to Hawaiian culture, ecology and hospitality as it relates to commercial boating.

Auxiliary Sailing Endorsement
An Auxiliary Sailing Endorsement is required by a licensed captain to operate a sailing vessel for hire. This course will prepare the licensed captain for the USCG written exam for the endorsement.

Assistance Towing Endorsement
This course will prepare the licensed Captain for the USCG written exam for the endorsement. Must hold a USCG OUPV license or above or concurrent enrollment in FIT7045

Captains Course: MU
The Captains Course: Masters Upgrade (lecture) meets the United States Coast Guard (USCG) professional knowledge and testing requirements for applying for a Master 25/50/100 ton (Captain's) license. Must be at least 19 years old. Completion or concurrent enrollment in Captains Course: OUPV (lecture) (4 mtgs.)

The goal of the Office of Career and Community Education (CCE) is to serve the Windward O‘ahu community:

  • as a cultural and meeting center
  • as a provider of health and fitness courses
  • as a provider of business and computer skills training
  • as a coordinator of personal enrichment activities
  • as a coordinator of Senior (Seniors 55+) programs
  • as a designer and provider of customized training programs

From our location in the Hale Kuhina Building at Windward Community College, CCE also facilitates the production of courses, events, and activities open to the public. The majority of these special events are held at Windward Community College.
